Freedom of Information Act 2000 - Aims and Objectives

West Midlands Casualty Reduction Scheme began in October 2002 and currently works in partnership with:

  • Birmingham City Council
  • Coventry City Council
  • Dudley MBC
  • Sandwell MBC
  • Solihull MBC
  • Walsall MBC
  • Wolverhampton City Council
  • Highways Agency
  • Her Majesty's Courts Service
  • West Midlands Police

The aims of the Scheme as developed for the original Operational Case are:

  • Through a combination of Enforcement, Engineering and Education, reduce the number of people killed or seriously injured in road collisions in the West Midlands by at least 300 over the first 5 years.
  • Develop a media strategy, which will raise public awareness of the location of fixed and mobile safety camera sites.
  • To influence drivers' attitude away from inappropriate speed.

The Scheme Manager reports to the West Midlands Road Safety Partnership and West Midlands Police Operations Road Policing Unit who ensure that strategic decisions on the operation of the Scheme are conducted in accordance with wider road safety and roads policing strategies.

The Partnership Agreement is in effect a long term service level agreement (SLA), signed by the core partners in September 2002. Each of these core partners (the seven local authorities, Highways Agency, Her Majesty's Courts Service and Police) signed up to the aim of reducing killed and seriously injured casualties by 300 over the 5 years commencing October 2002.

In addition to these two principle governance measures, there are a number of additional regular meeting groups looking in more detail at:

  • impact on road safety,
  • selection of sites and enforcement, and
  • project finances.
